Defcon 2000: Set of Project Manager and Works Contractor Guidance Notes

Defence Estates is an agency of the MoD, responsible for the management of the Defence Estate in order that it efficiently and effectively supports the delivery of defence capabilities. In an era of continuous improvement it has been identified that Defence Estates must change the way in which it procures this management of the Defence Estate. In this regard there will be three methods of procurement to enable it to do so, Defcon 2000, Prime Contracting and PFI.
To appreciate where Defcon 2000 fits in Defence Estate's procurement strategy it should be recognised that Defence Estates is developing the Prime Contracting initiative, which is the integration of design, construction and maintenance under the control of a fully accountable Prime Contractor. It is intended that the Prime Contracting initiative will be fully implemented by 2005. In the meantime a suite of conditions have been developed to incorporate the smart procurement methodology. These are called Defcon 2000. For those requirements where PFI or Prime Contracting is not appropriate then the procurement strategy will be Defcon 2000.
Defcon 2000 adopts the smart procurement ethos embraced by the wider MoD and provides the platform for its use within Defence Estates. It is intended that Defcon 2000 will be more easily comprehensible, provide for a clearer definition of requirement, proper risk management, embrace the Latham principles and will afford contractual incentivisation. These conditions are applicable to the appointment of a Project Manager (PM) and a Works Contractor. The procurement strategy is predicated on the appointment, via contract, of an externally procured PM who has the responsibility for managing the Works Contractor.
