The Act introduces a statutory framework for ethical standards in Scottish public life; to repeal section 2A of the Local Government Act 1986 and to place a new duty on local authorities in respect of its functions in relation to children. As part of the framework, the Act provides for the introduction of new codes of conduct for local authority councillors and members of relevant public bodies; impose on councils and public bodies a duty to help their members to comply with the relevant code; and establishes a Standards Commission for Scotland to oversee the new framework and deal with alleged breaches of the codes.
