The Ditial Economy Act takes forward a number of the recommendations made in the Digital Britain white paper, Cm. 7650 (ISBN 9780101765022). It covers: reporting duties the Office of Communications (OFCOM); obligations of internet service providers in relation to online infringement of copyright; granting the Secretary of State powers in relation to internet domain registries; extending Channel Four Television Corporation's functions; licensing and regulation of independent television and radio services; mobile network operator access to electromagnetic spectrum; extending the range of video games that are subject to requirements to be age-rated and supplied accordingly; and the amendment of the Public Lending Right Act 1979 and Copyright, Designs and Patents Act 1988 to allow inclusion of non-print formats in the public lending right payment regime.
