The European Commission's White Paper, 'Strategy for a future chemicals policy' (ISBN 0119783495) published in February 2001, contained proposals to regulate the manufacture, marketing and use of industrial chemicals in order to protect human health and the environment. The Committee's report examines the proposed single regulatory system for data registration, evaluation and authorisation of new and existing chemicals. Overall, the Committee finds that the White Paper is overambitious and many of the targets it sets are unrealistic. The legislation needed for the proposed single system is likely to be extremely complicated and contentious. The priority should be to ensure action is taken on chemicals of very high concern. Adequate rescues are needed to develop alternatives to animal testing techniques.
