The Committee's report examines the financial performance of the NHS in Scotland, and the primary care administration services provided by the Common Services Agency. The Committee notes its concern at the deficits of NHS Trusts building up year after year, due to severe underlying pressures. Recommendations include: that additional funding to ease these pressures should only be applied as an exception, and that NHS budgets should be resourced and managed to ensure an annual balance is achieved; and the need for transparent financial reporting systems to be put in place.
