The Bill deals with reforms to the management and funding of the NHS structure, and the regulation of health care professionals. Part 1 contains proposals which include, for England: the creation of Strategic Health Authorities by the renaming of Health Authorities; and the re-allocation of functions and resources from Health Authorities to Primary Care Trusts. For Wales, it proposes the creation of Local Health Boards, and establishes a duty to devise health and well-being strategies. Part 1 also proposes reforms to public and patient involvement in the NHS, including; the abolition of the Community Health Councils in England; and the creation of a Commission for Patient and Public Involvement in Health and a series of independent 'Patients' Forums' for each NHS Trust and Primary Care Trust in England. Part 1 also has proposals for the extension of the role of the Commission for Health Improvement, and provisions relating to health services for prisoners. Part 2 deals with the regulation of the health care professions, and proposes the creation of the Council for the Regulation of Health Care Professionals. This body will oversee the work of regulatory professional organisations, such as the General Medical Council, and it will co-ordinate good practice guidelines and promote the interests of patients.
