Ofsted's work in inspection and reporting is examined. The understanding of what "satisfactory" provision constitutes is addressed, and other sections of the report comment on Ofsted's first year of responsibility for the regulation of childcare in England. Parents' access to information about childcare providers' complaints history has emerged as an important factor in assuring confidence in the registration and regulation process. The Committee welcomes the fuller information provided by the progress of inspections in post-compulsory education establishments , but points to necessary refinements of the process. Pupil behaviour remains an important issue, and more work is needed to establish the extent of, and to reduce, unauthorised absence. Pupil referral units have developed an important role in the management of pupil behaviour, but the Committee notes that Ofsted and the DfES differ over the placement of pupils with special needs in such units, and calls for a clear policy statement on this matter. Finally, the report calls for continued progress in Ofsted's positive duty to promote racial equality.
