Launched in 1998-99, the Invest to Save Budget (ISB) was set up to support projects that would develop changes in the working methods of Government departments, and thereby deliver better public services and promote innovation. Departments' bid for ISB funding, and by July 2002, 334 projects costing £310 million were ongoing. This latest report, following on from the NAO report, HCP 50 (session 2002/03, ISBN 0102919607), reached a number of conclusions. That the ISB projects should have clear objectives, they are not simply just cost saving programmes, but are about encouraging innovation, and making effective use of public money. With such a variety of projects ongoing, there is a danger that financial support may become too dispersed, thereby limiting the projects' effectiveness. Also departments need to work together with some of the issues the projects raise, by introducing good practices across the departments where possible. This would be aided by appointing an ISB champion to co-ordinate developments in each department, monitoring progress, and seeing that there is proper control of the public money being used.
