The Committee finds that the establishment of the Liabilities Management Authority (LMA) will represent a significant step in the development of a properly-focused long-term programme to deal with the civil nuclear legacy. However, if the LMA is to be fully effective, it is essential that the assets and liabilities transferred from BNFL to it are correctly identified. The Committee states its intention to monitor both the progress of legislation to establish the LMA and the negotiations on the terms of the transfer of assets and liabilities from BNFL to the LMA. This report follows on from the Committee's previous report (HCP 1074, session 2001-2; ISBN 0215004779) on the Government's proposals set out in the White Paper "Managing the nuclear legacy - a strategy for action" (Cm. 5552; ISBN 0101555229).
