Some 10 million hectares of ancient forest are destroyed or degraded each year and already 80 percent of the world's large areas of ancient forest have been destroyed or degraded much since 1970. Illegal logging is the single greatest threat to the remaining forest. Against the background of heightened public interest the Committee decided to examine the Government's performance in promoting the use of timber from sustainable and legal sources. It concluded that the not only does the Government have the responsibility to lead by example, it also has the potential to change the nature of timber markets through its buying power. However a barrier to green procurement seems the be the Treasury's insistence that procurement should not be used to achieve other policy ends and the Government has not provided officials with adequate guidance on legal and sustainable timber procurement or the regulatory framework.
