The Committee's report examines recent changes and trends in the relationship between the private sector and the NHS. It focuses on the NHS Concordat with the private and voluntary sectors; the Private Finance Initiative; and Public Private Partnerships; as well as considering the treatment of NHS patients in hospitals overseas. It deals mainly with the primary care and acute hospital sectors. The Committee states that it remains to be demonstrated that the greater use of private sector services poses no direct threat to NHS resources, and calls for an independent inquiry to assess the impact on NHS staffing levels. It raises concern that contract prices for services charged by independent providers may be increased in the longer term; and that the use of the private sector may lead to regional disparities in access to treatment or waiting times. It also recommends the use of job plans as part of an appraisal system for all NHS consultants, in order to guard against the potential conflict of interests for consultants working in both the NHS and private sectors.
