A Convention on the Future of Europe is to be set up, made up of representatives of governments and national parliaments, the European Parliament and the European Commission. This body will play a crucial role in setting the agenda for the 2004 Inter-Governmental Conference, and its membership must be decided shortly. The Committee argues that the Member representing the UK Parliament must have the confidence of the House, rather than being seen as a government appointee. Therefore, there should be a wide consultation on the appointment, including consultation with the European Scrutiny Committee, and the appointment should be approved formally by the House.
