This Act contains provisions for the establishment of a new, independent office of 'Commissioner for Children and Young People'. The main objective is to promote and safeguard the rights of young people in Scotland up to the age of 18 years, (and those up to 21 years who have been in the care of a local authority), in line with the UN Convention on the Rights of the Child. The functions of the Commissioner will include: promoting awareness and safeguarding rights of young people; involving children and young people in the work of the Commissioner; carrying out investigations and promoting best practice amongst services providers.
