The provisions of this Act extend to the UK and Gibraltar and have two principal purposes: to establish a mechanism to reduce the number of UK MEPs in the light of the EU enlargement process set out in the Nice Treaty (the number will be reduced to a total of 72 MEPs, starting with the 2004 European Parliamentary elections as new member states join); and secondly, to extend the right to vote in European Parliament elections to the citizens of Gibraltar, following a 1999 ruling in the European Court of Human Rights.
