The Bill's main purpose is to help young people who have been looked after by a local authority to move from care into living independently in as stable a fashion a possible. It implements the proposals set out in the consultation document, 'Me, survive, out there', which set out detailed proposals for improving the life chances of young people living in and leaving local authority care. The Bill also simplifies the existing arrangements for financial support of young people.
