This report assesses the impact of the minimum wage and suggests a new rate. It concludes that the implementation has been a success and recommends an increase in the rate to £4.10 from October 2001 and £4.20 from October 2002. The second volume of the report will be published in May and will cover young people and training and the interaction of the minimum wage with the tax and benefits system.
