The Scottish Parliament - Legislation and Monitoring

Bills - Parliamentary Bills give a good indication of the contents of an Act. Bills are published as they progress through Parliament when an amended version is requested. The final Bill, once approved becomes an Act. Policy and Financial Memorandums to Bills and Marshalled Lists of amendments to Bills are also available during it's Parliamentary life.

Acts of Parliament - Once a Scottish Parliament Bill has reached the As Passed stage there is a period of 40 days where legal challenges can be made, the Bill will then receive Royal Assent and become an Act of Parliament.

Explanatory Notes - Explanatory Notes are available to aid interpretation of most Bills and Acts. They are especially useful for those not legally qualified or without specialist knowledge of the subject matter.

Scottish Statutory Instruments - Statutory Instruments allow alterations to be made to Acts of Parliament without the necessity of introducing a further Act and have equal force of law to the original Act itself. Special SIs called Commencement Orders are also used to bring sections of new Acts of Parliament into force. Statutory Instruments are available by subject.

The Stationery Office publish Scottish Statutory Instruments that concern devolved matters - which originate from The Scottish Executive - on behalf of HMSO. TSO also publish Statutory Instruments which relate to reserved matters on behalf of The Scotland Office.

Laid Papers - Laid Papers are of interest to Parliament and are frequently the subject of a formal statement to Parliament. The subjects may be, for example, major policy proposals and consultation documents. Not all Laid Papers are published by The Stationery Office.

Miscellaneous Publications - One-off papers are published which may not fall into any of the above categories. The best way to make sure that these are not missed is to subscribe to TSO's Daily List, these list products published and distributed by The Stationery Office.

Reports of the Scottish Parliament - The reports monitor the work of Government departments and have been instrumental in changing Government policies. Chosen topics are investigated and a report is commissioned to which the Government is obliged to make a response.

It contains essential information on Parliamentary work, detailing recent events and supplying proposed agendas for future business and includes interesting articles and updates on the latest information. WHiSP is published every Friday and is available on subscription.

The Official Report of the Plenary - An authoritative report of the proceedings of Parliament, the debates of the day and decisions made provide a vital reference source. This is published twice a week and is available on subscription.

Business Bulletin - A thorough guide to Parliamentary business, the Bulletin supplies a business programme that encompasses the agenda for the next two weeks. The publication also contains agendas of committee meetings, oral and written questions, motions and amendments and petitions lodged. Publishing four times a week, the Business Bulletin is available on subscription.

Committee Official Reports - Committees comprising Members of the Scottish Parliament report on important matters under consideration. There are currently 16 Committees comprising Members of the Scottish Parliament, each committee considers matters relevant to their particular subject area. Committee Official Reports are available on Standing Order.

Written Answers Report - The report contains a weekly compilation of all written answers to Parliamentary Questions. This document is prepared by the Chamber Office and is available on subscription.

Minutes of Proceedings - The formal record of the Plenary session of the Scottish Parliament, laid out in minute format. This publication details the time debates opened and closed, motions debated, the MSP who raised the motion and whether the motion was agreed to. The minute also contains papers published and papers and Scottish Statutory Instruments laid before Parliament that day. This publication is available on subscription.
