'Report on the Water and Sewerage Services (Amendment) Bill (NIA 85/11-15)' raises concerns regarding the governance of Northern Ireland Water (NIW), concluding that it was overly bureaucratic and restrictive, and that the current model impeded strategic planning and that the absence of end year flexibility constrained meaningful infrastructural investment.

The Committee recommend that negotiations should begin with the Treasury to seek an appropriate designation for NIW to remove the negative aspects of the current structure whilst retaining a high level of accountability to the Department and the Northern Ireland Assembly.
