This study examines the provision of full time care for children on the basis of agreement with their families. This was one of the underlying principals of the new Children Act and the new resulting terminology of children being in 'accomodation' rather than 'care'.
It returns to the matched sites of a previous 1980's investigation that shaped the new legislation and examines the pitfalls and experiences of two sample local authorities in implementing the new Act with reference to its emphasis on partnership, participation and planning.
