The Committee's report examines the Government's proposals to introduce a new, fast-track parliamentary procedure in relation to planning approval for major infrastructure projects, in order to improve the quality and speed of decision-making. Examples of projects to which the new procedure could apply include new airports and runways, ports, trunk road, rail schemes, power stations, radioactive waste disposal, and other forms of infrastructure, such as new reservoirs. The Committee concludes that these proposals raise major, complex issues of public interest and recommends that further rigorous scrutiny is required before any legislation is introduced.
