Economic crisis, international tourism decline and its impact on the poor.

The 2009 global economic crisis has significantly impacted international tourism, causing a decline in international tourist arrivals and international tourism revenues. This study looks into the effects of the decrease in international tourism demand on the employment, income opportunities and the livelihood of poor and vulnerable groups, as well as on the capacity of households to cope with such shocks. The report combines a comparative large-N macro-economic analysis with case studies on the Maldives, Costa Rica and Tanzania.

Global economic prospects have improved again, but the bumpy recovery and skewed macroeconomic policy mix in advanced economies are complicating policymaking in emerging market economies. Chapter 3 examines the prospects for inflation, particularly because inflation was remarkably stable in the wake of the Great Recession and, in fact, has become less responsive to cyclical conditions. Chapter 4 examines whether today's fast-growing, dynamic low-income countries are likely to maintain their momentum and avoid the reversals that afflicted many such countries in the past.

OECD's 2013 Economic Survey of Japan examines recent economic developments, policies and prospects. After two severe shocks, the 2008 global financial crisis and the 2011 Great East Japan Earthquake, Japan fell into recession for the third time in five years. The public debt ratio has risen steadily for two decades, to over 200 percent of GDP. Strong and protracted consolidation is therefore necessary to restore fiscal sustainability, which is Japan's paramount policy challenge. However, this will slow nominal GDP growth, making fiscal adjustment still more difficult. Hence, exiting deflation and boosting Japan'sgrowth potential are key to addressing the fiscal predicament. The OECD considers the new government's resolve to revitalise the economy through a three-pronged strategy combining bold monetary policy, flexible fiscal policy and a growth strategy, is most encouraging. The following are considered to be important for Japan: Stopping and reversing the rise in the debt-to-GDP ratio is crucial; Ending 15 years of deflation is a priority; Reconstruction from the tragic 2011 disaster highlights some of the structural reform challenges facing by Japan; Boosting labour force participation and productivity are essential; Fiscal consolidation may adversely affect inequality and poverty. Both have risen in recent years, with Japan's relative poverty rate now the sixth highest in the OECD. The special chapter looks at the reconstruction programme, reforming agriculture and promoting Japan's integration in the world economy and the restructuring of the electricity sector and promoting green growth.

Conflict over resources and terrorism: two facets of insecurity.

This study first analyses an old and recurring form of instability in the region: conflict over resources. A series of case studies examines the causes of these conflicts with reference to the associated regional challenges and response tools. Secondly, the study addresses terrorism, a relatively new dimension of insecurity. It outlines the development of AQMI and Boko Haram and then focuses on a comparative analysis of legal mechanisms to fight against terrorism. The argument holds that the congruence of these insecurities and the current violent crises present an unprecedented risk of destabilisation for West Africa and the international community.

The recommendations and guidance provided in this Safety Guide can be used irrespective of how the safety case and safety assessment processes are addressed within national regulatory frameworks. It summarizes the most important considerations in assessing and demonstrating the safety of facilities and activities and recommends the steps that should be followed in developing the safety case and performing the safety assessment.
