This report considers a complaint relating to the conduct of Baroness Goudie under the former Members' Reimbursement Scheme. The Clerk of the Parliaments determined that he would uphold the complaint in part. The House Committee endorsed the Clerk's finding and concluded that Baroness Goudie should be asked to repay an appropriate sum, to be determined by the Clerk. The Committee further took the view that the complaint and the Clerk's finding should be referred to themselves to decide whether or not any sanction should be recommended. The Committee's role therefore in this case was to consider such a recommendation. In conclusion, and taking into account that Baroness Goudie has repaid the sum of £5,130.50, and has made a full and unreserved apology, any further sanction was not considered appropriate.
