National Savings and Investments deal with Siemens Business Services, four years on PPP in practice

Following on from a previous National Audit Office report (HC 493, session 1999-2000; ISBN 010556771X), this report examines the progress of the public private partnership (PPP) deal which transferred the National Savings and Investments operations to Siemens Business Services (SBS), and is now in its fourth year. This contract was one of the largest outsourcing operations ever undertaken by a UK government department. The report finds that the PPP deal has improved customer service and cost effectiveness levels, demonstrated by savings of £176 million during 2001-02. Staff productivity has been increased without compulsory redundancies and absenteeism rates reduced. However, key risks accepted by SBS under the contract have crystallised, and it is unlikely to make its projected returns. The complexity of the problems encountered in making changes to business processes and products was underestimated. Nevertheless, all parties have learnt valuable lessons from this PPP deal, for example of the need for all PFI parties to adopt a whole business approach to decision-making.
