BOC and Ineos Chlor: A Report on the Anticipated Acquisition by BOC Limited of the Packaged Chlorine Business and Assets of Ineos Chlor Limited

On 29 May 2008, the Office of Fair Trading (OFT) referred the anticipated acquisition of the chlorine packaging and distribution business of Ineos Chlor Limited (Ineos Chlor) by BOC Limited (BOC) to the Competition Commission for investigation and report. This is the Competition Commission's final report on this acquisition.
Ineos Chlor produces chlorine, chlorine derivatives and PVC in several European countries. BOC is a UK-based industrial gases provider.
The report looks to determine whether arrangements are in progress which, if carried into effect, will result in the creation of a merger and, if so, whether the creation of that situation may be expected to result in the lessening of competition within any market in the UK for goods and services.
