The 'Draft Financial Services Bill (HL 236 / HC 1447)' is aimed at preventing a potentially calamitous systemic failure of the financial sector.

Following the perilously close collapse of Britain's banking system in autumn 2008, the draft Bill proposes far reaching changes to the regulatory structure, replacing the tripartite system of financial regulation with a twin peaks model to avert future catastrophe.
