This publication brings together the two keys parts of the framework for the England and Wales pay arrangements: the School Teachers' Pay and Conditions Document ('the Document'); and the statutory guidance.The Document (Section 2 - The Statute) and the guidance (Sections 3 and 4 - the statutory guidance) of this publication need to read together to provide a complete picture of the pay and conditions for teachers in England and Wales.

The statutory requirements for teachers' pay and conditions for maintained schools in England and Wales are set out in the Document and schools and local authorities must abide by these.

Local authorities and governing bodies are required to have regard to the statutory guidance and in respect of guidance on procedural matters, a court or tribunal may take any failure to do so into account.

There have been a number of changes to the Document since 2009. These changes are largely as a result of recommendation made by the School Teacher's Review Body (STRB).
