The East Midlands Regional Plan comprises the Regional Spatial Strategy (RSS8) for the East Midlands for the period up to 2026 under the provisions of the 'Planning and Compulsory Purchase Act 2004: Elizabeth II - Chapter 5' (ISBN 9780105405047).

It replaces RSS8 issued by the Government in March 2005, except for paragraphs 1-70 of Section 6 which remain extant. It also replaces all policies in adopted structure plans, except the Northamptonshire Structure Plan Policy SDA1 which remains extant.

The East Midlands Region covers the counties of Derbyshire, Leicestershire, Lincolnshire, Northamptonshire and Nottinghamshire. For the purposes of this Regional Plan, the whole of the Peak District National Park is treated as part of the East Midlands Region.

The main role of the Regional Plan is to provide a strategy within which local authorities' planning documents and Local Transport Plans can be prepared. As it forms part of the statutory 'Development Plan' it is also material to decisions on individual planning applications and appeals.

The Plan identifies the scale and distribution of provision for new housing and priorities for the environment, transport, infrastructure, economic development, agriculture, energy, minerals and waste treatment and disposal. All of the policies in the Plan are inherently linked and as a result any individual policy should not be viewed in isolation from the rest.

Government guidance recommends that regional strategies should be drawn up within an overarching development framework. In the East Midlands this is provided by the East Midlands Integrated Regional Strategy (IRS).

The Regional Plan is divided into four key sections:

  • Core Strategy

  • Spatial Strategy

  • Topic Based Priorities

  • Sub-Regional Strategies, policies and proposals for growth.
