Development
The least developed countries report 2012: harnessing remittances and diaspora knowledge for productive capacities.

This Report reviews the LDCs' recent economic performance and examines how to enhance developmental impact of remittances and tap into the knowledge pool of its citizens abroad. Given the increasing magnitude of remittances in LDCs, the Report explores both the beneficial as well as possible adverse impacts of this type of private external flow. While remittances are the most visible effect of migration, there are other forms of Diaspora engagement within the home country such as Diaspora knowledge networks that can facilitate technological catch-up in LDCs and therefore enhance development of productive capacities. Through innovative forms of network-based industrial policy, LDCs could offset some of the adverse impacts of brain drain on their economies. The Report concludes with a policy review section containing lessons from international experiences in this area of interest to LDCs.

The technical data on narcotic drugs are published for control purposes and to meet the needs of researchers, enterprises and the general public. The publication of statistical data provides information for analytical purposes, inter alia, on the availability and use of narcotic drugs in various countries and territories. The publication of estimates and statistics on production, manufacture, stocks and utilisation of narcotic drugs is also intended to furnish producing and manufacturing countries with information on prospective trends. In this, the first register for PCCs, we find that there is a massive gap between Commissioners' costs and their other activities. A system of local scrutiny makes sense for PCCs, but the public cannot possibly judge whether their PCC is upholding the standards of the office and giving them a good deal unless they make a comparison with other PCCs. Some Commissioners have already failed to meet the deadline for publishing information online, but there is no one in Government keeping track. A national register is vital for local accountability. Police and Crime Panels must redouble their oversight of their PCCs. Already there has been a suspension of a chief constable without consultation in Lincolnshire, controversial personal and political appointments without scrutiny by the PCP in Kent and other areas, and PCCs with second, third and even fourth jobs. We need to guard against maverick decision-making. PCCs have national responsibilities as well as local. It is right that they should meet the same standards of disclosure as chief constables. In future, the Government must commission a full register from an independent national body, such as HMIC
