With the highest autumn rainfall since 1766, the floods in England in 2000 demonstrated the serious consequences flooding can have for people and their property. Some two million homes are in areas at risk of flooding, and many houses and business premises have been, and are likely to be, built in flood plains. Flood defences are designed to protect against floods of a particular magnitude, and £300 million a year is spent on such defences. The Ministry of Agriculture, Fisheries and Food has responsibility for flood and coastal defence policy in England, and has established investment priorities and other targets for the Environment Agency, local authorities and Internal Drainage Boards. The report contains the NAO's findings, conclusions and recommendations in respect of: flood warning and public awareness; building new defences; performance and maintenance of defences.
