On 23 June 2011 the Committee for the Environment agreed to conduct an inquiry into the management of used tyres in Northern Ireland; shortly after the Department for the Environment suggested it would initiate a Waste Data Survey, to update its information on the numbers of tyres arising in Northern Ireland as well as their disposal; the Committee produced an interim report and made draft recommendations, but having received further information from the Department, the Committee has subsequently reconsidered each of its twenty interim recommendations, these are outlined in 'Final Report on the Committee's Inquiry into Used Tyre Disposal (NIA112/11-15)'.

The revised recommendations from the Environment Agency include:

  • staff should be recruited to report enforcement actions to the Committee for the Environment on a regular basis;

  • there should be regular compliance inspections;

  • exemptions from the Waste Management Licence should be examined and updated;

  • the Department should investigate regional discrepancies between the levies charged by retailers under the Duty of Care;

  • the Environment Agency should investigate the feasibility of moving to an electronic system to increase efficiency and improve the provision of data on used tyres; and

  • the Department should require public bodies to quantify and report the number of waste tyres found on their property before making arrangements for their disposal.
