'Report on the Marine Bill: Volume One (NIA 57/11-15)' sets out the Committee for the Environment's consideration of the Marine Bill. Members sought a balanced range of views as part of their deliberations on the Marine Bill and requested evidence from interested organisations and individuals as well as from the Department of the Environment and other Executive departments.

Recommendations identified by the Committee include details on:

  • arrangements to promote the co-ordination of policy development and implementation relating to marine functions;

  • notification of withdrawal of marine plans;

  • factors for consideration when designating a Marine Conservation Zone (MCZ);

  • written explanations for the failure by public authorities to comply with their duties; the preparation and adoption of marine plans; and

  • an amendment should be made to the Bill that requires the agreement and coordination of departments for the delivery of their marine functions.

During its consideration of oral and written evidence from interested individuals and organisations the Committee identified a number of key issues on which further advice was sought from the Department, the Examiner of Statutory Rules, Assembly Research and Library Service and external organisations.
