This report relates to a complaint by Councillor Peter Golds that Jim Fitzpatrick, Member for Poplar and Canning Town, appeared to have used House of Commons stationery and pre-paid envelopes when sending unsolicited correspondence to constituents in July 2009. The Parliamentary Commissioner for Standards accepted that it was within the rules for Mr Fitzpatrick to fund this correspondence from Parliamentary allowances. However he concluded that the rules were broken by using the wrong allowance. Whilst initially accepting the breach and agreeing to apologise and transfer expenditure to the relevent entitlement, Mr Fitzpatrick later wrote and altered his position. The Committee recommended in conclusion of their hearing that Mr Fitzpatrick apologise to the House not only for the breach but also for his conduct. They further recommended that Mr Fitzpatrick pay the entire £557 cost of provided stationery.
