The Committee has agreed with the Parliamentary Commissioner for Standards that the MP Stephen Byers used his parliamentary communications allowance to produce party political material. It recommended Mr Byers should apologise in writing and repay 500 pounds in recognition of the two breaches in his April 2009 newsletter.
