Mr Duncan asked for an inquiry into allegations in the Daily Telegraph of 4 July 2009 that he had claimed tens of thousands of pounds in mortgage interest on his designated second home even though he had owned the property outright for more than a decade. The Committee agreed to the Parliamentary Commissioner for Standards investigating this self-referral. The Commissioner's report (included as an appendix) concluded that there was nothing in Mr Duncan's mortgage arrangements that was in breach of the rules, and the Committee agrees with that finding.
