The Government asked the Committee to conduct pre-legislative scrutiny of a Draft (Partial) Immigration and Citizenship Bill, published by the Home Office on 14 July 2008. The Government's stated intention was that this legislation would constitute a 'fundamental overhaul of the law'. In November 2008 the Government announced that it intended to delay introduction of a full Bill. Instead it would introduce a short Bill with a narrower scope early in 2009, followed later by a more comprehensive Bill. Accordingly, the Government introduced the Borders, Citizenship and Immigration Bill in the House of Lords on 14 January 2009. In this report the Committee comments principally on the Borders, Citizenship and Immigration Bill's provisions on 'earned citizenship' and the transfer of immigration-related judicial review. Evidence taken on the initial Draft (Partial) is also included in order to put it in the public domain
