This Report examines the appointment procedure for Lord-Lieutenants and High Sheriffs. Lord-Lieutenants are appointed by the Queen on the advice of the Prime Minister. They are the personal representatives of the Sovereign in their areas, co-ordinate Royal visits and liaise with the Royal Households on a range of matters. They give active support to the voluntary, community and charitable sectors. The role of High Sheriffs in England and Wales is largely ceremonial. They are appointed for a year only and their work is unpaid, except for a nominal court attendance allowance. A High Sheriff serves as a representative of the local community to visiting judges. Many High Sheriffs have been involved in initiatives to support the criminal justice system and to promote crime prevention, particularly among young people. The selection of people suitable to serve as High Sheriff in the future is the personal responsibility of the serving High Sheriff. There are no current plans to reform the appointment system. The Committee notes that these ceremonial offices are associated in the public mind with a narrow band of people in society. If these positions are to survive they must be made more up-to-date to reflect changes in society. Their roles must continue to develop and the method of appointing people must be seen to be fair and open to a wider range of people. But if appointees cannot afford to serve because the costs are large and the allowance for expenses insufficient, then no amount of good intentions will succeed in widening the range of backgrounds of office-holders.
