This report is the first in a series looking at the future of UK manufacturing and addresses the extent to which a lack of skills is hindering its development as well as the demand for better skills and the efforts of the Government to meet and increase that demand. It finds that skill problems are concentrated in particular industries and around certain types of skills, so broad, economy-wide targets should not be the basis for deciding policy. Evidence suggests that a level 3 qualification (2 A-levels or equivalent) is becoming the base line for employability but around half of the existing manufacturing workforce do not meet this standard. The Committee support the idea of a 'demand-led' skills strategy but believe that it should reflect the needs of the employees as well as the employers. There are problems in attracting people into a career in manufacturing because of negative perceptions. The Government and private sector should thus put more effort into promoting the sector.
