This report examines the remit, activities, performance and accountability of the Nuclear Decommissioning Agency (NDA) and the United Kingdom Atomic Energy Authority (UKAEA), and the compatibility of current plans for them with any increased reliance on nuclear power generation. The NDA has been unable to discover the exact nature and quantity of the nuclear waste on its sites, and the increase in projected decommissioning costs from £48 billion in 2002 to £70.2 billion in 2006 is not likely to be the final figure. The Committee is not convinced that the transfer of assets to NDA will make a significant contribution to paying for nuclear decommissioning. The UKAEA has formed partnerships with private sector companies, to establish its position as incumbent contractor for the NDA. But the future of the new commercial business remains uncertain. UKAEA is approaching decommissioning and redevelopment of old sites in a sensible and positive way, and the agreement with two bodies to work together on clean-up contracts around the world is welcomed. The Committee recommends that the structure of both agencies is left alone. Finally, the report looks at the progress of research into nuclear fusion at the Joint European Torus at Culham Laboratory and the International Tokamak Energy Reactor in France. The Government is encouraged to support continued investment and involvement in this technology, which has potential to contribute to energy needs in around 40 years.
