The Governments proposals and the text of the Constitutional Reform Bill have changed greatly since the Committees first report. This report examines the changes and concludes that many of the points the Committee raised have now been addressed and that the Bill will now be a more effective vehicle for creating a Supreme Court outside of the legislature that maintains the independence of the judiciary.
