The Scotland Bill is a measure of clear constitutional significance. It implements many, though not all, of the recommendations of the Calman Commission. It will amend the Scotland Act 1998, conferring new competences on the Scottish Parliament, re-reserving some powers to the United Kingdom, conferring new powers on the Scottish Ministers and making considerable reforms to fiscal matters and to public finance in Scotland. The Committee does not consider that the Bill raises any issues of constitutional concern but issues the report to assist in deliberations on it.
