The principal recommendations of the report are that a public inquiry into the Marchioness disaster should be held into the causes of the accident, the loss of life and the injuries of the survivors, including the search and rescue operation. The commissioner appointed to hold the investigation should also look at the issues of safety on the Thames and future co-operation between those bodies investigating marine casualties.
