The importance of climate change has been highlighted by the Prime Minister and by the Government's Chief Scientific Adviser. This report examines some key areas in the review of the UK Climate Change Programme in light of the UK's domestic targets to reduce carbon dioxide emissions by 2010, and the legally binding target set by the Kyoto Protocol for reductions in greenhouse gas emissions by 2008-2012.
It also addresses some of the main priorities for the UK's presidencies of the EU and the G8 during 2005. Conclusions reached include that the Government should use the Review as an opportunity to incorporate tougher measures across all sectors to reduce the UK's greenhouse gas emissions, particularly carbon dioxide emissions, to meet the challenging domestic targets.
Recommendations made include that a Ministerial post or Cabinet Committee should be appointed with responsibility to drive forward the urgency of this issue across all government departments, and that the UK Government through its EU and G8 Presidencies must give an international lead to demonstrate that tough emissions targets can be achieved in a thriving business environment.
