This principles behind any system for registering voters are that: it should be easy for those entitled to vote; be politically neutral; and those not entitled to vote should not appear on the register. This report thus examines the existing system and the case for change; ways of ensuring the security of the system strategies for encouraging registration; and the role of Government and the Electoral Commission. In particular it looks at the merits of individual registration compared to household registration and options for the way forward. Concern is expressed about progress on the Central Online Register of Electors (CORE).
