This principles behind any system for registering voters are that: it should be easy for those entitled to vote; be politically neutral; and those not entitled to vote should not appear on the register. This report thus examines the existing system and the case for change; ways of ensuring the security of the system strategies for encouraging registration; and the role of Government and the Electoral Commission.
