Waste management strategy in Northern Ir - Front

Northern Ireland was the first part of the United Kingdom to develop a waste management strategy, in response to the EU Landfill Directive which restricts the amount of household waste that can be disposed of in landfill sites. But implementation of the strategy has been patchy and Northern Ireland may fail to meet its first major EU target in 2010. The absence of strong leadership by Northern Ireland departments has been a major factor, particularly through the failure to use the substantial purchasing power of the public sector to influence the market for recycled products. Most Northern Ireland departments have not made progress on implementing the strategy, leaving it to the Department of the Environment. That Department has a leading role, but the rest of the Government must also contribute. Northern Ireland now has little time to meet its statutory requirements. The report identifies three main challenges that need to be tackled immediately: (1) a crisis in planning has led to severe delays in reaching decisions on applications for waste management facilities, so delaying the provision of vital infrastructure; (2) existing landfill capacity is rapidly being exhausted, and the planning for and procuring of replacement sites and alternatives is behind schedule; (3) there is no funding plan and no clear estimate of the funding required for waste management. In addition, illegal dumping of waste has added to the overall challenge. All stakeholders are exhorted to take constructive action now to deliver the strategy.
