The Government's proposals and the text of the Constitutional Reform Bill have changed greatly since the Committee's first report. This report examines the changes and concludes that many of the points the Committee raised have now been addressed and that the Bill will now be a more effective vehicle for creating a Supreme Court outside of the legislature that maintains the independence of the judiciary. This report contains two tables that set out the main recommendations for action in the Committee's first report and action taken; and the principal amendments to the Bill.
