This inquiry was launched in April 2004 to examine whether the scale of building envisioned in the Sustainable Communities Plan was compatible with sustainable development and the protection of the environment. It looks at the Plan itself; a review by Kate Barker, sponsored by both the ODPM and HM Treasury; housing construction and the housing industry. Overall the Committee are worried that if the need for new housing is met with undue haste it could lead to irreversible environmental damage. They think that environmental impacts deserve much greater consideration and that large-scale house building demands prudence, properly joined-up government and thorough environmental appraisal. There is a serious danger that the main beneficiaries of housing growth will be property developers, whilst the principal loser will be the environment.
