The Parades Commission and Public Proces - Front

In August 2001, following discussions between the British and Irish governments and Northern Ireland political parties, the Government established a review into the working of the Parades Commission and the 1998 Act (c. 2; ISBN 0105402982), in order to consider possible changes to the management of parades to promote public confidence on all sides in Northern Ireland. The Review report, written by Sir George Quigley, was published for public consultation in 2002. The Committee's report examines the recommendations of the Quigley review and its implications for the future of the Parades Commission. The Committee's findings include that steady progress has been made by the Commission in difficult circumstances, and that its retention offers the best hope for developing peaceful resolution of disputes during the marching season, whilst third party intervention is required. The report considers a number of measures designed to build upon the progress made by the Commission, including improving its procedures to increase transparency and clarity in decisions, and to drive forward mediation work.
