The Export Credits Guarantee Department (ECGD) is the UK's official Export Credit Agency, and is a separate Government Department reporting to the Department for Trade and Industry. It has responsibility for assisting UK exporters of goods and services to win business and helping UK firms invest overseas, by providing guarantees, insurance and reinsurance against loss, taking into account the Government's wider international policy agenda. The Committee's report notes its scepticism that the functions of the ECGD could be provided from commercial sources, and calls for a systematic cost-benefit analysis of its contribution to the UK economy through its assistance to companies in maintaining a UK manufacturing base. Uncertainty over its future role has been generated by the delay in establishing its Trading Fund status, and it is essential that Ministers finalise and publish their future plans for the ECGD as quickly as possible. Clarification is also required with regards to the ECGD's policy in support of sustainable development and procedures for environmental impact assessments of projects.
