This report scrutinizes the work of the Office of Science and Technology for the year 2003. It has set out 24 conclusions and recommendations, among them are: a commendation from the Committee for the Office's commissioned research into metrics for the Science and Engineering Base, which if followed should improve performance in the research and development field; that Research Councils should conduct a rolling programme of international reviews of the various science and engineering disciplines, so that the UK retains its research strength; the data collected shows the UK's strength in research, but the investment into such research does not match competitor countries; that the Government should adopt a less piecemeal approach to investment in research funding; that the setting up of the Science Review Directorate is a good initiative, but the various reviews into science, research and innovation in 2003 by various bodies and Departments overlap, and that broader reviews might be more beneficial.
