Water management follow up: 2nd report o

This is a follow-up to the Committee's earlier report, Water management (HL paper 191-I, 8th report session 2005-06, ISBN 0104008717). It includes the responses from the Government, Ofwat and Water UK (the industry association representing water companies). The Committee is disappointed with the quality of the Government's response, which does not seem a direct response to the report's recommendations. Several areas where the response is deemed particularly inadequate are highlighted, alongside some more positive developments. The Committee welcomes the positive and open-minded responses from Ofwat and Water UK. The report also draws attention to two developments which may go a long way to addressing the Committee's concerns over leakage and metering. First, Ofwat is reviewing the concept of an "economic level of leakage" (ELL), with a view to introducing something closer to the "sustainable level of leakage" called for in the earlier report. Second, the Government is to launch a consultation on compulsory water metering in areas of serious water stress, which the Committee expects to corroborate its finding that it should be "easier for water companies in water stressed areas to obtain water scarcity status and therefore impose compulsory metering".
